Power washing a kid, that works for me,LOL. Seriously though you're talking about licensing the right to have a kid? I like the idea of it but how in heck do you enforce something like that? What do you do with potential parental failures... prevent them from procreating? It could turn all very Adolf Hitlerish in a hurry. Who controls the distribution of said license? Are you sure you want the government involved with allowing who gets to raise kids? I sure as hell wouldn't.
A swift kick in the arse, not a beating, not a hard kick, but one that jars the brain into thinking that tantrums are not appropriate and will not be tolerated. A time out as prescribed these days from the Great Wisdom of Modern Times of Raising Children? Yeah right, they work for ten seconds and we start all over again.
